Purpose of Mandate

I / We hereby authorise the Overstrand Accountability Collective (OVAC) to act on my / our behalf in matters directly affecting governance, service delivery, environmental protection, and public accountability within the Overstrand.

This includes engagement with relevant municipal, provincial, and national authorities, including the submission of lawful complaints, objections, representations, and appeals where appropriate.

Where this mandate is granted by an organisation, OVAC is authorised to act on behalf of the organisation as a body with regards to the matters stated above.

Section 3

Scope and Limitations

3.1 The OVAC is authorised to act only within the lawful scope described above and in furtherance of its stated objectives.

3.2 The OVAC may not enter into financial agreements, contracts, or commitments on my/our behalf without separate written approval.

3.3 All actions undertaken by OVAC must be evidence-based, lawful, and in the public/environment's best interest.

3.4 Nothing in this mandate prevents or limits me/us from taking independent action at any time. I/We expressly retain the right to:

  • Submit complaints personally;
  • Institute legal proceedings independently;
  • Engage directly with authorities;
  • Act in my/our own interest or in the public interest.

The OVAC encourages residents and organisations to exercise their own lawful rights in parallel with collective action.

3.5 Where reasonably practicable, OVAC will consult with affected members before undertaking significant action in the name of the Association.

Duration

This mandate remains in effect from the date of signature until revoked in writing by me/us.
